Appropriations Process

LEC is the preeminent lobby firm in the state not only for policy issues but additionally for appropriation issues. Appropriation issues are much more focused on relationships with legislative leadership and knowledge of the budgetary process.

Key Relationships

Our relationships with the key members of leadership have made us the “go to” firm for appropriations, especially infrastructure funding. In the last decade LEC was successful in obtaining over $5 billion dollars of funding for multiple diverse projects. While many firms only fully engage during the legislative session, we are active through the interim. We work on legislative campaigns, attend national conferences, and we are constantly engaging and meeting with key policy makers throughout the year. Our diverse client base has been very beneficial in giving us good cause to work with nearly every legislator on many different issues.

One of our most powerful relationships in the legislature is with the current Senate President Stuart Adams. Because of this relationship a significant part of our business is focused on infrastructure which has long been a focus of the President. When the large water conservancy districts approached Senator Adams (then Majority Whip), about creating a funding stream for the state water projects, he requested LEC be on the team because of his trust in us and the strategic approach we employ. We are also very close to Majority Leader Vickers, Majority Whip Milner and Asst. Whip Cullimore. This is where our breadth of clients benefits us. We work closely with Senator Vickers on pharmaceutical and rural issues, education funding with Senator Milner and infrastructure with Senator Cullimore. We are close personal friends with the Appropriations Chair Jerry Stevenson.

More than just the Utah Legislature
